64. Embassy’s no. 93 of June 6, 2 p.m. I have about decided that it is not wise to spend more money at present in connection with the Chinese Eastern. Stevens has been confidentially informed. I have requested him to make suggestions as to how to protect the financial advances which the United States has made under the Inter-Allied agreement. I have also requested his recommendations as to means for preventing commercial discrimination on the railway and generally for protecting American commercial opportunities now and in the future. Please telegraph any suggestions or recommendations you can make. The Minister in China should do likewise. Can you suggest any substitute plan which China and Japan would be likely to accept to conserve the Chinese Eastern for the benefit of its owners and keep it open for commercial use without discrimination in case the Inter-Allied agreement is terminated and the Technical Board is abolished, on its present basis at least?
