The Secretary of State to the Consul at Harbin (Hanson)

For Stevens:

Your June 18, 11 a.m. In my June 15, 4 p.m., I had in mind primarily suggestions on your part as to measures for protecting the financial advances made by this Government in connection with your work and also any recommendations which you might find it possible to make with respect to prevention of commercial discrimination on the Chinese Eastern and in general the preservation of present and future opportunities for American trade.

Proposals to other governments may suggest complete termination of Allied agreement or of Technical Board at least on its present basis and not merely withdrawal of American representation.

Definite course of action not yet determined beyond need for winding up expenditures and I await your recommendations.
