The Minister in Bolivia (Cottrell) to the Secretary of State

21. The Minister of Foreign Affairs at a conference yesterday afternoon asked me to submit to you, and through you to the President, [Page 468] that Bolivia considers the question which is to be discussed at the conferences in Washington one in which all three participants in the War of the Pacific, from which the present disputes emanated, should take part; and that no lasting settlement can be effected unless all three countries participate in the Washington conferences. Moreover, he states, Bolivia suffered most from that war, because of the loss of her entire maritime coast, and should, therefore, be given the opportunity to discuss her cause in the present conference, which seems to afford an excellent opportunity to present her claims.
