The Ambassador in Chile (Collier) to the Secretary of State

18. Your 12, January 30, 4 p.m. I have notified the Minister of Foreign Affairs of Peru’s acceptance. He told me confidentially that [Page 462] Chile will within 2 days announce the appointment of Carlos Aldunate Solar, chief of the Conservative Party, and of Luís Izquierdo, the Chilean Minister to Argentina, as delegates to the meeting in Washington. They prefer that the date be fixed by President Harding, and suggest the last half of March. The President’s reply to the telegram from the President of Bolivia has been published here, and commented on editorially as indicating that the only questions to be arbitrated are those which have grown out of the Treaty of Ancón, to which Bolivia was not a party.
Tomorrow the Minister of Foreign Affairs will leave for Tacna to consider questions of administration and to investigate the Peruvian charge of unjust expulsions. He will be away for 10 days.
