167. Reference Department’s circular, through Paris, dated June 3, 10 a.m., regarding World War Foreign Debt Commission. It is the desire of the Commission to begin discussions with the British Government at the earliest possible date. You should, therefore, take the first opportunity to express informally to the Foreign Office the hope that the British Government may see its way to name the British representative at an early date and that it may be possible to proceed with the negotiations without delay.
