120. Referring to my 119, August 8, I may add that it would be a deplorable mistake of Carranza if he should decide to decline Velasco’s reasonable suggestion and should carry his irreconcilable attitude to the end, against the proposals of the Diplomatic Corps, the Army and the best people of Mexico, among whom the approach of his army is creating a horrible panic.
I am even reliably informed that in case Velasco’s proposal be refused, the Army is contemplating the idea of starting a new revolution against the Constitutionalists, by proclaiming General Angeles candidate for the presidency and trying to unite with Villa, which [Page 583] would mean neither a stable government for the Constitutionalists nor the so-much-desired peace of the country.
