Monterey, July 9, 1914.
General Carranza says a satisfactory understanding between all chiefs is assured. Says he and his chiefs and people greatly appreciate the United States as their great friends. Says he called his chiefs together and that they are all opposed to treating with Huerta’s people and feel that the only way to permanent peace is to fight it out and take Mexico City and the whole country. He says they want the continued patience and sympathy of the United States extended to the end of the fight. He asks that their northern boundary will be kept [Page 561] closed and that Tampico will be kept open to arms and ammunition only when consigned to the First Chief.
