Mexico, July 10, 1914.

82. I beg to inform the Department that day before yesterday the protocol signed at Niagara Falls50 was read before Congress and that to-day Licenciado Francisco Carbajal, Chief Justice of the Suprenn Court, was appointed Minister for Foreign Affairs and according to reliable information he will become Provisional President.

For my guidance, and if agreeable to the Department, I should like to learn its views in the event of the above-mentioned change.
