Sir: I have the honor to enclose to you herewith copies of part of the correspondence between the Mediators and General Carranza which were handed by the Mediators to our Commissioners at our conference of this afternoon.

This correspondence consists of the telegram from the Mediators to General Carranza of May 3, Sr. Zubáran’s reply of May 28, copies of both of which were enclosed in despatch No. 8 of the 31st ultimo;36 [Page 534] the Mediators’ reply to Sr. Zubáran, dated the 2nd instant, a copy of which was enclosed in despatch No. 16 of the 13th instant; and Sr. Zubáran’s reply to the Mediators, dated the 11th instant, which they state was received by them this morning. It will be noted that the last letter states that General Carranza has appointed Messrs. Calderon, Cabrera and Vasconcelos as his delegates to attend the conference “to settle the international conflict which has arisen between the United States and the Mexican Republic,” and that he requests a reply in order to give instructions to his representatives to proceed to Niagara Falls.

Senor Zubáran to the Mediators.

Your Excellencies: The undersigned, special representative of the First Chief of the Constitutionalist Army of Mexico, Don Venustiano Carranza, in pursuance with instructions received, has the honor to transcribe to your excellencies the following communication received this day by telegraph:

“I have had the honor of receiving your courteous note dated at Niagara Falls the 2nd instant, which you had the kindness to send me through Licentiate Rafael Zubáran. In said note you again see fit to express to me your wish that as First Chief of the Constitutionalist Army I appoint delegates to represent me at the conferences which are being held in that city, in connection with the good offices you offered to the United States, to General Huerta and to myself, to settle the international conflict existing between the United States and Mexico.

“Having accepted in principle as far back as April 29th last your good offices and as you are now awaiting the appointment of my commissioners, I have the honor to inform you that I appoint for my part as representatives of the First Chief of the Constitutionalist Army under my command, Messrs. Fernando Iglesias Calderón, Licentiate Luis Cabrera and Licentiate Jose Vasconcelos to attend as my delegates the conferences you are holding, at which it is sought to settle the international conflict which has arisen between the United States and the Mexican Republic.

“I would thank you to kindly reply to this note in order, in a proper case, to give instructions to my representatives so that they may proceed to that city for the discharge of their mission duly authorized by me.
