Niagara Falls, June 15, 1914.

To the First Chief of the Constitutionalist Army, Venustiano Carranza, Saltillo, Mexico:

We have had the honor of receiving this day the communication you addressed us through your Representative, Mr. R. Zubáran Capmany, and with reference thereto we hasten to advise you of our fear that you have not duly considered the final paragraphs of our note of the 2d instant.³⁷
