Department’s May 1. General Carranza has telegraphed urgent orders to General Natera, Constitutionalist military commander in the State of Zacatecas, regarding liberation of Emery should he be held by any of his forces. Zacatecas is still held by Federals. Constitutionalist authorities here are slow to believe that Emery is held by their forces.
