Frontera, March 18, 1912—4 p.m.

If I may circulate in the form of a circular letter the President’s proclamation, dated the 2d March, relative to disturbances in Mexico, I believe it will create an excellent impression among the authorities and all classes. The State is entirely peaceful and Americans not molested.
