There are now twenty-seven Americans in Acapulco and five more coming in a few days. A great many will shortly leave for the United States on vessel due next Friday, and all would do so if previously advised. What shall I advise? Presence of relief vessel as suggested would inspire confidence, I believe. I regret to inform you that even all the Government officers are commencing to betray unfriendliness. They are skeptical about intervention, and any step our Government takes will be subject to misinterpretation.
