Your March 5, 2 p.m., and March 6, 10 p.m. In conveying the text of the following proclamation to the Mexican Government you will say:
As an evidence of the deep and abiding friendship of the American nation for Mexico and the Mexican people, for whose welfare this Government wishes to show its sympathetic concern, and for your excellency’s information, I have the honor to convey to your excellency the following proclamation which has been issued under date of March 14, 1912, by the President of the United States, whose earnest desire is that the blessings of peace and prosperity shall soon return to the Mexican nation.
