My Dear Mr. Ambassador: When I had the pleasure of seeing you yesterday you said that the Mexican Government had decided to close Juárez to international commerce, and that you were instructed to request that the Government of the United States give orders to the Federal authorities in El Paso absolutely to prevent shipments of contraband of war to the insurrectionists in Juárez.
It will at once be evident to your excellency’s Government that the suggestion now made regarding contraband of war would immediately involve such considerations as that whether, in fact, there was a state of belligerency in the present situation.
