Emilio Vásquez Gómez, who is now in San Antonio, is apparently the leader of the revolutionary movement directed against this Government. It is evident that in our interests as well as in the interest of the Mexican Government he should either be expelled from American territory or, under a liberal interpretation of the present neutrality laws, subjected to imprisonment. Either course would have a beneficial effect.
