A member of the National Permanent Commission stated to a member of this Embassy staff last night that if American troops crossed the boundary at Ciudad Juarez, Americans here would be generally massacred. I called upon Foreign Minister Calero this morning and asked for guaranties for the protection of Americans and other foreigners in Mexico, informing him that unless this was done I should feel obliged, with the greatest regret, to publicly warn Americans of their danger. At the same time I called his attention to the danger to which this would subject Mexicans from intemperate elements in the border States. Mr. Calero said that the most minute precautions had been taken for the protection of Americans and other foreigners in this city and other places, but that his great fear was of what might occur at isolated points. He promised to confer with the President and the governor of the Federal District and see me later in the day.
