Desperate condition in State of Durango, with conditions of anarchy throughout and Durango City defenseless. I have made appropriate representations in this connection in person, and am promised Federal troops. Saw the President this morning; he informed me that he intended to abandon his policy of conciliation and to exercise the utmost severity.
