The Madero Government is recognized here, but conditions very unsettled. The Casas Grandes section (western Chihuahua), however, is still against the Government. They control and refuse to allow the operation of the Northwestern Railroad out of this city. They have undisputed control of that country to the United States line and are passing goods of every kind into Mexico via Palomas at one-half of the regular tariff duties.
A street car here loaded with United States soldiers, fully armed, after crossing the international bridge, continued its course in Mexico until stopped by the Mexican custom guards. Demonstrations of protest have continued during the day and much feeling against the Americans is in evidence. All Americans have crossed the line.
