My dear Mr. Secretary: With reference to the subject of the Guatemalan debt, as to which I telegraphed to you on September 29th giving you the views of my Government, I must thank you for the action taken by you in accordance with the wishes of my Government, as set forth in your note to Mr. Mitchell Innes of September 21st. I need not say that my Government deeply appreciates any assistance from the Government of the United States looking to the satisfaction of British claims of this nature.
