The Secretary of State to the American Minister to Haiti.

Mr. Russell has been informed by the Dominican Minister for Foreign Affairs that Haitian authorities at Cape Haitien have sent Desiderio Arias by sea 200 rifles and 10,000 rounds of ammunition, and that a Dominican revolutionist left Cape Haitien with the arms and ammunition. If after investigation you find this to be true you will state to the Haitian Government that the United States naturally resents any attempt to give aid to any internal disturbances in the Dominican Republic, in the peace of which the United States is vitally interested on account of its treaty relations.
