The Minister for Foreign Affairs requests me to inform you that the Haitian authorities of Cape Haitien have sent Desiderio Arias1 by sea 200 rifles and 10,000 rounds of ammunition, and that a Dominican revolutionist left Cape Haitien with the arms and ammunition.
