Santo Domingo, January 19, 1912.

The Minister for Foreign Affairs requests me to inform you that the Haitian authorities of Cape Haitien have sent Desiderio Arias¹ by sea 200 rifles and 10,000 rounds of ammunition, and that a Dominican revolutionist left Cape Haitien with the arms and ammunition.
