Langley says that the British Government will admit the special rights of Russia and Japan in the regions of Manchuria and Mongolia, but would at the same time affirm the policy of the open door. Langley will at once communicate to Sir Edward Grey your suggestion as to reaching an understanding before the meeting of the 15th.
