Paris forwards your May 17 and May 24. The German Government is in accord with your expressed views and has so informed the German banking group. Some opposition is being shown by England and France, especially to Austrian participation, and I believe that this is also shared by German bankers. The German Government has expressed no views as to preliminary advances, their disposition being to leave this question to the financial groups.
