Your telegrams of August 20 and 21. You will immediately inform the Minister for Foreign Affairs that the Department of State has not acquiesced in the proposition to substitute, as a security for the railway bonds, a portion of the interest of the $6,000,000 referred to, and that no such proposition has been presented to the Department.
