Panama, August 21, 1912.

I am informed by Mr. J. M. Hyatt that in the contract referred to in my telegram of yesterday the provision for hypothecating the $250,000 annuity has been replaced by a provision for hypothecating a portion of the $6,000,000 belonging to the Government of Panama in New York. Mr. Hyatt also says that the substitution has been acquiesced in by the Department of State.
