File No. 812.113/964a.

The Acting Secretary of State to the American Consul and Vice Consul at Nogales, the Consular Agent at Cananea, and the Consul at Hermosillo.

[Telegram.—Paraphrase.]

Say to the Americans who have been supplied with arms for their self-defense that the arms are furnished them solely for the protection [Page 841] of their lives and that they should most carefully guard against any indiscreet acts; point out the disastrous effects such acts would undoubtedly have upon their own interests and upon the lives and property of Americans elsewhere in Mexico; remind them finally of the responsibility resting upon them in this respect.
