There appears to be a movement of concentration among the revolutionary elements in disturbed southern States. I have to-day received a notice sent to me as dean of the diplomatic corps, to be communicated to my colleagues, of the intention of the revolutionary forces to attack Mexico City at an early date. Notice is well drawn and sent for the purpose of reassuring the people of Mexico City of [Page 839] the intention of the revolutionists to maintain order and protect all noncombatants. I shall take no action relative thereto.
