Sir: With reference to the Department’s telegraphic instructions of September 5, I have the honor to inclose to you herewith presentation copy of the note therein discussed,1 which the President directs you to present textually to the Mexican Government.

You will, when presenting the note, state officially, but orally, that such are your instructions.

As stated in the Department’s telegram under reference, the Department desires from you, by telegraph, such suggestions and recommendations as to policy or substance as you think it necessary to give, or in case there are any points in the text herewith transmitted to you which do not seem to you well stated or apposite.
