Your despatch No. 1618, of August 28. A note which treats fully of the three points brought forward by the President in a conversation that he had with the Mexican Ambassador yesterday is being forwarded to you to-day. If you deem some alteration advisable in policy or otherwise you will telegraph your suggestions and recommendations immediately. Otherwise you will at such early time as appears to you most opportune officially present the note textually to the Mexican Government, informing the Department by telegraph simultaneously of its presentation.
