My Dear Mr. President: I have the honor to transmit herewith, for your information, a copy of a letter dated April 11 from the Attorney General requesting that, in the future, this Department [Page 783] handle the correspondence relating to exceptions from the prohibition of your proclamation of March 14, 1912, of shipments to Mexico of dynamite for industrial purposes.

I also have the honor to inclose a copy of the reply which this Department is making to the Attorney General to-day.

This Department is entirely willing to handle this matter and to prepare the correspondence relating to individual exceptions of shipments of dynamite that has heretofore been prepared by the Attorney General, provided this arrangement meets with your approval.
