Your request for instructions as to informing Americans they should leave Chihuahua received in undated telegram.¹ Department must depend upon you and Americans themselves in the first instance to decide whether or not local conditions warrant their departure for a place of safety; but it feels that you may make quiet suggestions to Americans to leave as soon and as unobtrusively as possible in case you still believe it necessary.
