Parral taken 4th instant without struggle by rebels, Villa retreating. Violence prevailed; none was respected. Americans suffered less than other foreigners. Salazar commanded rebels. I suggest that occurrences at Parral, which will circulate among Americans here, offer reason for quiet suggestions from this office to Americans to leave as fast as may be consistent with good order. Request instructions as to discreet steps this direction.
Letcher.
