Regarding censorship; Department’s April 9, 7 p.m. The Government’s attitude seems to have been explicitly reported in my April 1, 11 p.m. I have made no categorical and formal inquiry relative to Associated Press or other news agencies, but the President and Mr. Calero have indicated to me their intention not to permit sending of news prejudicial to the Government. Government will probably forbid Associated Press the free exercise of its independence. Please instruct definitely whether or not to make formal representations.
