[Telegram—Paraphrase.]

Mr. Wilson acknowledges the legation’s telegram of December 2, and instructs Mr. Weitzel, to inform the secretary of state for foreign affairs that it was not the intention of the department in either of its notes referred to to accept or suggest any particular conditions of arbitration concerning the scope or form of the question to be submitted, but, because of the sincere friendship of the United States equally for Panama and Costa Rica, both notes were confined to favoring prompt submission to the authoritative and final decision of the sole arbitrator, of the respective contentions as to the boundary line, upon a formulation of the question at issue by a protocol to be agreed upon between the respective plenipotentiaries of those powers
