Sir: I have the honor to transmit to you, under instructions, the inclosed copy of an agreement regarding the communication services in Korea,^a which was signed at Seoul on April 1, 1905, by Mr. Hayashi Gonsuke, envoy extraordinary and minister plenipotentiary of Japan to Korea, representing the Japanese Government, and Mr. Ye-ha-yeng, the minister for foreign affairs of Korea, representing the Korean Government.
