Excellency: In compliance with the wishes of your Department expressed in the memorandum of January 26, replying to mine of the 19th idem., I have the honor to inclose copies of testimony in the case of the injury suffered by the Cuban citizen, Felipe Maza é Ibarra, at the hands of United States soldiers.a
Relying upon the high spirit of justice of your excellency, I venture to ask that as an act of grace toward the unfortunate citizen, Maza é Ibarra, an allowance be made to relieve his miserable condition.
