Sir: As instructed in your cable^a dated the 24th of May last I asked and obtained from the Government of Uruguay permission for United States consuls within its jurisdiction to use their good offices in representation of the interests of Cuba and of its citizens until Cuban consuls shall have been appointed, and at once notified the United States consuls at Montevideo, Colonia, and Paysandu. * * *
