Sir: Referring to your note of the 25th ultimo, in consequence of which I immediately communicated with the Navy Department, I have the honor to inform you that on the 27th instant the following telegram was sent to the commanding officer of the U. S. S. Cincinnati, at Key West, Fla.:

Spanish minister informs State Department consul at Tampa reports there is danger of an expedition under Enrique Collazo sailing this or next week from vicinity of Cedar Keys; that revenue cutter at Tampa is under repairs; that consul requested your assistance and you stated you could not leave Key West except by order of Department. It is presumed your answer was misunderstood. All violations of the neutrality laws of the United States must he prevented, and your movements must be governed accordingly. See first paragraph Department’s order of June 11th to captain of Raleigh, and telegram to you of 18th instant.

Key West, Fla., September 28, 1895.
