Sir. I have the honor to advise you that on the receipt of your note of the 25th instant, as to the apprehended departure of an expedition [Page 1203] for Cuba from the neighborhood of Cedar Keys, I at once inclosed a copy to the Secretary of the Navy, to whom I suggested the desirability of such telegraphic orders to the commander of the United States cruiser then at Key West as would instruct and enable him to prevent such violations of the neutrality laws of the United States as seemed to be contemplated.
