Mr. Gresham informs Mr. Porter that the commission for the settlement of claims has expiled by limitation, having disposed of twenty-five cases, leaving eighteen not disposed of, and instructs him to ascertain whether Chile will consent to a convention to create another commission as it is earnestly desired by the United States.
