Mr. Foster instructs Mr. Newberry to urgently make the following demands in the ease of Dr. Bartlett, at Bourdour: First, for effective protection; second, sufficient pecuniary indemnity; third, punishment of all the guilty; fourth, reprimand of officials if proved remiss; and informs him that a vessel will be sent to investigate if these demands fail.
