Signature of Seabed Mining Agreement. On August 3 in Geneva, Assistant Secretary James L. Malone signed for the United States the Provisional Understanding on Certain Matters Relating to Deep Seabed Mining. Other countries signing the agreement were the UK, FRG, France, Italy, Belgium, the Netherlands and Japan. The agreement provides for reciprocal recognition of ocean mining rights among the signatories. It satisfies the President’s directive in NSDD–432 and the requirements of P.L. 98–283, the U.S. Deep Seabed Hard Mineral Resources Act.
