Washington, May 6, 1969

I talked to the Secretary at his luncheon about the seabeds situation and told him that I was to see Kissinger tomorrow night. He agreed that we should try to work out an arrangement where we would keep inspection and the 12-mile limit and give on crawlers and band to band.

Alexis Johnson was there and I told him I would get in touch with Farley about this.
