Rogers recommended that the President submit Additional Protocol II to the Senate for ratification.

357. Memorandum From the Executive Secretary of the Department of State (Eliot) to the President’s Assistant for National Security Affairs (Kissinger)
Eliot forwarded Rogers’ report on Additional Protocol II for the purpose of submitting the protocol for Senate ratification. Included was a proposal for a statement of understanding to be made an integral part of U.S. ratification.

358. Proclamation by President Nixon
In his proclamation upon the ratification of Additional Protocol II, the President made note of the “understandings and declarations” with which the Senate gave its consent.
