411. Editorial Note
Secretary of State Dean Rusk left for Geneva on July 20. The Secretary held a series of discussions, which were essentially courtesy calls, with the other Foreign Ministers, Indian Defense Minister Krishna Menon, and Souvanna Phouma and Foreign Minister Quinim Pholsena on July 22. Memoranda of the discussions are in Department of State, Central Files, 110.11–RU/7–2262; ibid., Secretary’s Memoranda of Conversation: Lot 65 D 330; and ibid., Conference Files: Lot 65 D 533, CF 2134–2141.
On July 23, Secretary Rusk signed for the United States the Declaration on the Neutrality of Laos. Attached to the Declaration was a 20-article Protocol. The texts of the Declaration and Protocol are printed in American Foreign Policy: Current Documents, 1962, pages 1075–1083.
