- Subject-Numeric Indexed Central Files. On February
1, 1963, the Department of State began a new central filing system. The
subject-numeric system was divided into broad categories: Administration,
Consular, Culture and Information, Economic, Political and Defense, Science,
and Social. Within these categories were subject subcategories and then
numerical subdivisions. The most important subject-numeric files used in
