Now that Luns has at last grudgingly agreed to accept Bunker formula as basis for talks,1 the problem is to get Indos back to table. Subandrio couldn’t quite believe above, so now we are waiting for reaction from the Bung himself. We’ve asked Indos to come back to Middleburg 4 June.

If Indos still balk, next moves should be (1) public call by Bunker for both sides to reconvene on 4 June or so on grounds that both apparently buy his plan; (2) public statements by US, UK, Australia endorsing formula and call for meeting and calling for cessation of military moves; (3) U Thant appeal for same; and (4) possible JFK letters to DeQuay and Sukarno urging both to return to table.

To me, next phase must be to build up pressure for an early negotiated solution as the only alternative to dangerous crisis. All of above gambits aimed at putting steam behind Bunker solution; we have to get it [Page 599] nailed down as outline of settlement before crisis gets out of hand. Am plugging this line with State, though Tyler seems to think US should not itself endorse Bunker plan, because it derogates from UN role (faugh).
