289. Editorial Note

On September 10, 1962, Robert Gardiner sent identical letters to Prime Minister Adoula and Provincial President Tshombe, enclosing a “Programme for Implementation of the Plan of National Reconciliation” and urging them to take the necessary actions with the speed required to ensure its success. The program included steps to be taken concerning the drafting of a new constitution, arrangements for allocation of revenue and foreign exchange, currency unification, military unification, consolidation of handling of foreign affairs under the central government, an amnesty, cooperation with the United Nations, and reconstitution of the central government with Conakat participation.
