116. Editorial Note

On December 18, 1962, the Yemen Arab Republic released an official communiquhat embodied the statement proposed by the United [Page 269] States in telegram 628 to Cairo, Document 114. The Sanaa office of the Taiz Legation verified that the Arabic text faithfully reflected the meaning of the English version. On December 19, the UAR Ministry of Information released a statement that was the same as the U.S. proposal contained in telegram 628, except that the penultimate sentence used “whenever” instead of “or earlier.” The Embassy in Cairo verified that the official Arabic text was a close translation of the English version with no difference in substance. At noon on December 19, the Department of State issued a press release indicating that the U.S. Government welcomed the statements made by the Yemen Arab Republic and the United Arab Republic, expressed the belief that they provided a basis for terminating the conflict in Yemen, and extended recognition to the Yemen Arab Republic.
